SECTION 504 OF THE REHABILITATION ACT Qualified individuals with a disability shall not be excluded from, discriminated against, or denied access to any district program solely on the basis of his/her disability. Students are eligible so long as they meet the definition of a qualified handicapped person; i.e. has or has had a physical or mental impairment which substantially limits a major life activity, has a record of, or is regarded as handicapped by others. It is the duty of PUSD to provide Free and Appropriate Public Education. Appropriate means an education comparable to the education provided to non-handicapped students.
